The slow start will be linked to the 4-bed and over requirements but seems, from anecdotal evidence to also stem from estate agents reliance on not having to have the HIP in place at the start of the sale process. There is also strong evidence of estate agents simply ignoring the HIPs legislation!
It appears that very little will change until the 3-bed units are included. Any views from DEA's and HI's would be appreciated.
